Conditions of entitlement


The insured must meet all the following conditions:

1. He is covered by National Insurance and is between the age of 18 years to retirement age, and is living in Israel.

If a person is located abroad, the National Insurance Institute will continue to pay him the allowance for three months if, right before his departure, he received the allowance for at least two consecutive months.
If he went abroad for medical treatment, or he or his spouse were sent abroad by an Israeli employer, the National Insurance Institute is entitled, at its discretion, to continue to pay the allowance for up to 24 months (from the month of departure abroad).
Continued payment of allowance after retirement age – A person who has reached retirement age will no longer be entitled to the allowance, unless a claim was submitted six months at the latest after his reaching this age, and an NII physician determines entitlement to attendance allowance for the period before he reached the age of retirement
A person found to be entitled to attendance allowance at the time that he reaches retirement age will continue to receive the allowance after this age for as long as he meets the conditions of entitlement.

2. He is receiving a disability pension and has been given a medical disability of at least 40% as of 2022 or at least 60% up until 2021, or does not receive a disability pension but has been given by the National Insurance a medical disability of 75%, and provided that he also meets the following conditions:

a.   He is not receiving special work injury allowance from the National Insurance Institute and is not receiving payment for personal treatment or for help in the home under any law.
b.   His monthly income from employment does not exceed five times the average wage, i.e., NIS 62,680 (as of Jan 01, 2024)

3. A person receiving benefits under the Mobility Agreement

 Will also be entitled to an attendance allowance only if a Ministry of Health Medical Committee established a mobility limitation of 100% for him, or he requires and uses a wheelchair or is bedridden.
A vehicle owner is entitled only if an attendance allowance of at least 100% was determined for him.

4. He is not living in an institution that provides medical, nursing or rehabilitation services.
